Check if you'll have to pay Council Tax as a student
Updated on: 15 April 2026
Understand who pays Council Tax and how to report your student status to the local Council, even if you don’t have to pay Council Tax.
It is your responsibility to find out if you are required to pay Council Tax. Read the UK Government information on .
Full-time students don't have to pay Council Tax. Students who are enrolled for a standard full academic year beginning in September will be exempt up to the last day of the academic session as published in the University's calendar. This normally excludes graduation week.
Typically, you have to pay if you:
- Withdraw from the University for a period of time
- Are an owner-occupier renting property to a non-student
Reporting your student status to your local Council
The University does not issue certificates of exemption. Instead, the Registry team are required by law to submit an electronic list of registered students to Fife Council, to validate Council Tax exemptions. This list contains personal details, including your:
- Name
- Full term-time address
- Course start and end dates
What to do if you don't want Registry to send your details
If you don't want the Registry team to include your details in the list they send to Fife Council, you must do two things:
1. Request to be excluded from the list
You must do this in writing at the start of the academic session and no later than 15 October of any given year. Send your request to: Data Protection Coordinator, IT Services, Butts Wynd Building.
For questions about your request:
- Phone: +44 (0)1334 46 4010 or extension 2776
- Email: dataprot@st-andrews.ac.uk
2. Inform the relevant Council of your student status
