Education and Student Experience

Education and Student Experience supports the delivery of the University’s Education and Student Experience Strategy working closely with the Vice-Principal Education (Proctor), Assistant Vice-Principal (Learning and Teaching) and Provost, the Decanal Team and other Professional Services.

The Education and Student Experience team provides the following services:

  • Delivery of the Education and Student Experience strategies.
  • Safeguarding academic standards and enhancing the quality of the student experience.
  • Education policy development, review and implementation.
  • Providing advice on policy and the Higher education landscape relating to education, quality and the student experience.
  • Providing key education and student experience committee secretariat services.
  • Developing and championing student engagement and partnership approaches.
  • Providing professional support to the St Leonard’s Postgraduate College.
  • Coordinating academic misconduct cases and academic appeals.
  • Coordinating and initiating key student facing communications and engagement activities.

Director of Student Experience

Ros Claase

Ros joined the University in summer 2021, having spent a decade at the University of Edinburgh in a variety of student experience and change leadership roles. She started her career in financial services human resources, working across the UK, Europe and further afield, having completed her undergraduate degree in Modern and Medieval Languages at the University of Cambridge.

Key responsibilities and services delivered

  • Leads and coordinates a coherent student experience strategy across the University, working in partnership with all Service Directors and Academic Leadership, to ensure an aligned and cohesive approach to delivering and communicating an excellent co- and extra-curricular experience for all students at all stages of the learner journey.
  • Contributes to VP Education’s leadership team to develop and implement education and student experience strategic change and enhancement priorities and the governance of these.
  • Leads on partnership and engagement with Students’ Association.
  • Drives changes in relation to student facing communications and engagement activities.
  • Provides connection and collaboration across institutional projects to ensure work to enhance the student experience is embedded and connected across all areas of university governance and operations.

  • Convenes OPTICs Group (information sharing meeting across various professional services).
  • Member of University Equality, Diversity and Inclusion Committee, Education Strategic Management Group (ESMG), Learning and Teaching Committee (LTC), Postgraduate Research Committee (PGRC), Student Administration Governance Board (SAGB) and Service Directors Group SDG).
  • Regular attendee at Students’ Association forums.
  • Contributes to Estates development and Business Transformation Board projects in a variety of capacities, including project sponsorship and project board membership.

Head of Education Policy and Quality

Nicola Atkinson

Nicola joined the University more than 20 years ago, having spent a period at the University of Dundee in a variety of management and HE roles. She started her career in public relations working in Edinburgh, after she completed her undergraduate degree in History at the University of Dundee.

Nicola Milton

Key responsibilities

  • Leads the Education Policy and Quality team (currently deputising to the Deputy Head of the team).
  • Currently focussed on institutional quality enhancement and efficiency projects notably the Curriculum Delivery Review Project and the 2026 SFC National Review.
  • For the Curriculum Deliver Review Project:
    • Defines the workstreams, timelines and benefits/risks.
    • Manages and clerks the Project Board, assigning tasks to project team members and preparing papers.
    • Identifies and mitigates risks to keep the workstreams on track, monitors progress and resolves any hurdles that arise.
    • Communicates to key stakeholders through regular status reports and ensuring stakeholder satisfaction.
    • Coordinates the closure of the project, evaluating its success and transferring activities into Business as Usual.

Deputy Head of Education Policy and Quality

Judith Shepherd

Judith joined the University of ºÚÁϳԹÏÍø in October 2024, following senior roles at Aberystwyth University including Deputy Registrar (Academic Partnerships), Head of Collaborative Provision, and Learning and Teaching Portfolio Manager. She holds a BA (Hons) from the University of Strathclyde and an MLitt from the University of Aberdeen.

Judith Shepherd

Key responsibilities

  • Currently deputising for Head of Education Policy and Quality.
  • Manages and develops the Education Policy and Quality team to deliver high quality academic policy, governance, and quality assurance services across education, the student experience, policy development, quality assurance mechanisms, and digital innovation.
  • Oversees the development, implementation, and review of academic policies and regulations in response to institutional priorities and external regulatory change.
  • Ensures the ESE team delivers high quality committee papers and clerking support to enable effective education governance.
  • Manages the ESE team’s delivery of institutional quality assurance processes to ensure regulatory compliance and alignment with sector expectations.
  • Collaborates with senior leaders on external review preparation and evidence‑led enhancements to support broader institutional strategies and action plans.

Executive Officer (Education and Student Experience)

Dr Kostas Zafeiris

Kostas leads policy development and strategic projects that advance the University’s ambitions for postgraduate taught, research, and digital education. He works closely with senior academic leadership, Academic Schools, Professional Services, and student partners to support institutional strategy, strengthen governance, and enhance the student experience at St Andrews. Drawing on extensive experience in UK Higher Education (as Lecturer at Queen's University Belfast, and as Teaching Assistant, Academic Support Officer, Project Manager, Registry Manager (Student Journey and Projects), Executive Officer to St Leonard's College at ºÚÁϳԹÏÍø) Kostas brings expertise in student journey design, academic policy and governance, teaching, postgraduate research, and project management.

Kostas Zafeiris

Key responsibilities and services delivered

  • Leads University‑level policy development for postgraduate education to ensure strategic alignment, regulatory fitness, and compliance, including drafting policy proposals and briefing papers.
  • Acts as a primary point of contact for Academic Schools on postgraduate policy and student journey matters, providing advice, consultancy, and structured engagement with Directors of Postgraduate Taught programmes (DoPGTs) and Directors of Postgraduate Research programmes (DoPGRs).
  • Advises senior stakeholders through horizon scanning, sector analysis and evidence‑based recommendations.
  • Coaches and supports colleagues across the institution through training on policy, procedures, and postgraduate matters.

  • ESE liaison for PGRC (clerk), DoPGT and DoPGR meetings, Student Administration Advisory Group (SAAG), PG Widening Participation Group (clerk), Postgraduate Academic Forum, Joint PGR Programmes with Royal Conservatoire of Scotland.

Academic Policy Officer (Quality)

Ros Campbell

Ros studied Psychology with Business Management before completing postgraduate qualifications in IT, Human Resource Management and Counselling Skills. A graduate of the University of ºÚÁϳԹÏÍø, she began her career as an HR Advisor in Edinburgh and later worked as an Academic Staff Development Adviser at ºÚÁϳԹÏÍø before joining the Education and Student Experience team in 2017.

Ros Campbell

Key responsibilities

  • Coordinates and oversees external quality assurance activities, including the Tertiary Quality Enhancement Review, the Self‑Evaluation Action Plan, and the Institutional Liaison Meeting. This includes producing documentation, evidence bases, action plans and liaison materials, and supporting colleagues to meet requirements and deadlines.
  • Leads quality assurance and enhancement activities for collaborative provision, maintaining policy, guidance and processes that uphold academic standards and support the review and enhancement of programmes delivered with partners (responsibility for partnership agreements and contractual arrangements sits with the Global Office).
  • Oversees policy and guidance for external examining, providing advice and support to colleagues to ensure consistent practice and compliance with requirements (Registry manages external examiner appointments, report pro formas and fees).

Academic Policy Officer (Quality)

Dr Sandro Eich, FHEA

Sandro holds a BA in English Studies and Linguistics, and an MA in English and Comparative Studies from the University of Cologne, Germany. He studied at University College London and moved to ºÚÁϳԹÏÍø in 2020, where he obtained his PhD in 2025. He is a Fellow of the Higher Education Academy.

Key responsibilities

  • Leads and supports projects which deliver and enhance the University’s Education and Student Experience strategic priorities.
  • Leads and oversees operational arrangements for the programme of reviews of new postgraduate taught (PGT) programmes; identifies and implements enhancements to the review process for new PGT programmes.
  • Contributes to preparations for the University’s institutional review activities.
  • Proactively engages and collaborates with sector key stakeholders and interprets potential impact of sector-wide initiatives and developments for the University. This includes engagement with the Quality Assurance Agency (QAA); Teaching Quality Forum (TQF); European Universities Association (EUA), Quality Strategy Network (QSN); and the UK Council for Graduate Education (UKCGE), and Student Partnerships in Quality Scotland (sparqs).

Governance groups

  • Clerk to the Academic Assurance Group (AAG).
  • Member of the Steering Group for the Community for Evidence-Led Practice in Education (CELPiE).
  • Clerk to review meetings for University-led reviews of learning and teaching (URLTs).
  • Institutional administrator for the survey platform 'Blue'.

Academic Policy Officer

Dr Brian Ho

Brian works in higher education policy, focusing on academic governance and the development of institutional academic policy. His role centres on the development and oversight of academic policy and regulatory frameworks, supporting the Learning and Teaching Committee and advising on academic standards and regulatory matters. His work includes leading institutional policy projects such as the review of the University’s Good Academic Practice policy and procedures, as well as contributing to work on the effectiveness and development of Senate and its committee structures. His professional interests include academic integrity and the implications of artificial intelligence for assessment, as well as the effectiveness of academic governance structures within universities. He holds both his MLitt and PhD jointly from the University of Stirling and the University of ºÚÁϳԹÏÍø, with a background in moral and political philosophy.

Brian Ho

Key responsibilities

  • Develops, reviews, and implements academic policies and regulations pertaining to Taught Degrees at the University.
  • Advises and supports colleagues in other units and Schools across the University in developing or revising policies and regulations that relate to or interact with academic matters.
  • Advises senior colleagues on the interpretation and application of academic regulations and policies, particularly in complex or sensitive cases.
  • Policy development and guidance relating to academic integrity, good academic practice, and academic misconduct procedures.
  • Interpretation of external regulatory and sector expectations relating to academic standards and quality assurance, and translation into institutional policy.
  • Advises on academic governance processes and the progression of policy proposals through committee structures.

Academic Policy Officer (Quality)

Karen Murphy

Karen works in academic quality and policy, with a focus on quality assurance, enhancement, and the oversight of institutional monitoring processes. Her role centres on managing reviews of learning and teaching across the University, supporting Schools and professional service units in meeting internal and external expectations for academic quality.

Administrative Officer

Hazel Grapes

Hazel has a BA (Hons) in Business Management and joined the University's School of Management, now the University of ºÚÁϳԹÏÍø Business School, in 2018, joining the team in 2021. She has a wealth of experience from both the private and public sectors with a specialism in people-focused roles.

  • Administers the University’s academic misconduct process and system, including providing specialist advice, support and guidance on cases to Academic Misconduct Officers (AMOs).
  • Provides administrative support for the Academic misconduct process and the University’s academic misconduct register, including management of the goodacpractice@st-andrews.ac.uk email address.
  • Provides and manages administrative support for the Stage 1 Academic Appeals process and academicappeals@st-andrews.ac.uk email address.

Administrator

Laura Palmer

After graduating from Napier University with a BSc (Hons) Mathematics and Business Economics, Laura worked in Local Authority and has extensive project management experience. Laura joined ºÚÁϳԹÏÍø as an Administrator in 2020.

Key responsibilities

  • Provides administrative support to the Academic Policy Officers, particularly relating to the University’s key quality monitoring and enhancement processes.  
  • Supports the delivery of University-led Reviews of Learning and Teachingand 1413 Teaching Excellence Awards.
  • Administers the Student Activities Fund.
  • Provides administrative support to the Director of Student Experience, and the Education and Student Experience Team.
  • Provides administrative support to the QAA STEP (Scotland’s Tertiary Enhancement Programme) Institutional team and the collaborative TAPPS project.
