Strategy delivery and governance

Strong governance is essential to delivering the University’s sustainability ambitions. At the University of St Andrews, sustainability is supported by a governance framework that provides strategic oversight, clear accountability, and meaningful participation from students and staff across the institution.

This framework is supported by the Master of the United College, Institutional Lead for Sustainability, and the Director of Sustainability Transformation, who oversees delivery of the Environmental Sustainability Strategy on behalf of the University’s senior leadership. The Director provides a single point of strategic leadership, ensuring that sustainability commitments translate into practical action and measurable impact across the University.

Governance groups and oversight

Strategic oversight of sustainability is provided through the Sustainable ºÚÁϳԹÏÍø Leadership Group, which oversees delivery of the Environmental Sustainability Strategy and the University’s commitment to achieving net zero by 2035. Membership of the Board includes senior academic and professional services leaders, supporting integration of sustainability across research, education, estates, operations and professional services.

The Environmental Sustainability Board (ESB) acts in an advisory capacity supporting the leadership group and is chaired by 

Alongside the Board, a number of thematic and delivery groups support implementation across key areas including energy and carbon, biodiversity and nature recovery, sustainable procurement, travel, education and engagement. These groups coordinate action across Schools and Units and provide specialist expertise to inform decision‑making.

Student representation and participation

Students are recognised as key partners in delivering sustainability at St Andrews. Student representation is embedded within sustainability governance structures, ensuring that student perspectives inform both strategic decisions and operational delivery.

In addition to formal representation on governance groups, students contribute to sustainability through:

  • Participation in working groups and project teams
  • Student‑led sustainability initiatives and societies
  • Partnership projects with staff across research, education and operations

This approach ensures that sustainability governance is inclusive and reflects the priorities and experiences of the student community.

Monitoring progress and performance

Progress against the Environmental Sustainability Strategy is monitored through a structured and transparent approach.

Delivery is guided by a sustainability action plan, which sets out priority actions, responsibilities and timelines. Progress against this action plan is reviewed regularly through governance groups, enabling risks, dependencies and opportunities to be identified and addressed.

Performance is also monitored through institutional key performance indicators (KPIs), which track progress against strategic sustainability objectives, including carbon reduction, biodiversity and resource use. These KPIs are embedded within wider institutional performance and reporting frameworks, supporting consistency and accountability.

Reporting and transparency

The University publishes an Annual Sustainability Report, which provides a comprehensive overview of progress, performance and impact. The report:

  • Tracks progress against sustainability objectives and targets
  • Highlights key achievements and case studies
  • Supports transparency and accountability to the University community and external stakeholders

The Annual Sustainability Report also contributes to statutory and sector reporting requirements and provides external assurance of the University’s sustainability performance.

From strategy to action

Together, the Environmental Sustainability Strategy, the Sustainable pillar of the University Strategy, and the University’s sustainability governance groups provide a coherent framework for action. This approach enables the University of St Andrews to move beyond aspiration, ensuring that sustainability is embedded into everyday decision‑making, delivered through clear accountability, and continuously informed by evidence, partnership and engagement.
